Bruce Bleakman, CPA will lead the accounting training sessions listed our Training and Events page. Bruce has years of experience providing service to tribes and their enterprises. He has advocated on accounting issues for tribes in successful litigation/negotiation with federal and state governments and through participation on the following:

  • AICPA Gaming Guide Revision Task Force, 2008—2012. This task force updated the audit and accounting guide Casinos published by the American Institute of Certified Public Accountants (AICPA), resulting publication of the initial Gaming audit and accounting guide in 2012.  For the first time, the guide addressed gaming conducted by governmental entities, including tribes.

  • AICPA Gaming Guide Task Force, 2013—2018. This task force reviewed conforming changes to the AICPA Gaming audit and accounting guide and provided input to the AICPA prior to publication of guide updates.

  • AICPA Gaming Entities Revenue Recognition Task Force, 2016—2018. This task force provided guidance on the implications of changes in revenue recognition resulting from Accounting Standards Update No. 606 issued by the Financial Accounting Standards Board. The guidance was incorporated into the AICPA Revenue Recognition audit and accounting guide.

  • AICPA State and Local Government Expert Panel, 2012-2013. This panel serves the members of needs of AICPA members on matters relevant to audits of state, local and tribal governments.

  • GASB Government Combinations Task Force, 2011-2013. This task force provided input to the Governmental Accounting Standards Board in their development of GASB statement No. 69, Government Combinations and Disposals of Government Operations.

  • NAFOA Publications. The Native American Finance Officers Association (NAFOA) provides guidance to assist tribes and their enterprises on accounting and financial reporting issues. Bruce has participated in drafting these NAFOA publications:

    • Financial Reporting and Information Guide for Tribal Governments and Enterprises

    • Tribal Casino Financial Reporting Guide

    • GASB 34 Implementation Guide for Tribal Governments
